If I understand you correctly, you are looking for some means
of `reflecting' the environment at some point in your program.
It should be fairly easy to add something like this to the
compiler, so if you're desperate enough you could try doing
that ;-)
Why isn't it sufficient to take the full base environment
and extend it with the declarations you need manually?
I'm curious - what application did you have in mind?
