How do I install MOGUL stuff on windows?

Hmm, at the risk at sounding stupid...from a few samples, it appears to me
that the MOGUL packages are entirely structured for Unix use. So how does
one get them into a Windows installation? Am I forced to install something
like Cygwin to do that or what?

I'd bet this is documented somewhere, but I haven't found it yet - a pointer
to the correct doc would be appreciated.
